Apparently this feature is the Golden cursor of the PC I found in Pokemon Fire red.
Basically, if you press the square button it turns the cursor gold and you can move Pokemon without checking the summary and other options (like setting it free).
I have only tested this in Pokemon fire red so I don't know about other games.
