Target timed research

I saw this this morning, and while new special research sounds fantastic bc im out, how do you even get it? im a little confused about it but maybe im just crazy. also what if i dont have a local target?
is it like we have to go and buy something and thats the only way we can get any research? bc scalpers have completely taken over the target closest to me ;-;
