Pokémon Go (Niantic/Scopely) probably still sets the parameters for the value of the gift cards being sold. They WANT you to buy DIRECTLY from them (Niantic/Scopely) so THEY profit the most amount of money. Not Target.

Or you could just use a service like everybody else, i’m an ambassador in my city one of two and I’m here to tell you Niantic does not give a shit if you buy coins from a third-party vendor. They will totally take note of it, but they won’t actually enforce anything. A small amount of my cities group are spoofers and they never get banned. It’s crazy to see them come to the meet ups and nothing ever happens to them.
