I have this interest in making my own Pokemon League and as such put it into work. I followed the rules with these lists.
– Trainers are only allowed to use the same number of Pokemon as the Gym Leader/Elite 4. Due to the availability of the portable PC. I think this should be a fine limitation.
– Trainers are only allowed to use limited number of items (3 for Gyms 1-4, 4 for Gyms 5-8, 5 for Elite 4 and champion). Held items does not count.
– I made the Elite 4 not just Specialized in a single type but also uses Pokemon that can represent the Elite 4's personality and provide coverage for them.
