Role: Passive utility with mediocre stats

Notable moves: Plunder, Tailwind, Protect, Wide Guard, Air Cutter, Defog, Pay Day

This Pokémon does not learn high-damage or recoil attacks such as Brave Bird or Double Edge, as it is a domesticated species and not a natural combatant.

Tariff (Ability)

Effect: Prevents entry abilities from activating while the user is on the field.

This is the important part. This ability shuts down dominant entry abilities such as Intimidate, Drought, Drizzle, Grassy Surge, and Psychic Surge, forcing players to rely on manual, risky activation and raw stats instead of free value.

Plunder (Move)

Type: Flying

Effect: Deals physical damage and removes the target's held item.

This is a Flying-type counterpart to Knock Off that I think would suit this Pokémon's theme well as a form of taxation/confiscation.
